Whenever there's a natural disaster, or even a personal tragedy, we often start wondering why it had to happen.  
Couldn't God have prevented the devastation from occurring?  Before long, we start blaming the tragedy as "an
act of God."  But where is God during a crisis?  Where is God when tragedy strikes?

But God always keeps his promises - even if He has to send a special delivery.
